Import duty and rules by market
What each market's official tariff and rules say about leather, vegan-leather and jute goods from India. Every figure was read on the official source on 5 November 2026, except the EU TARIC rates, the US CBP marking rule, the two PIB notes and the Australian Border Force pages, which could not be reached that day and were last read on 26 October 2026.
Duties and rules change. We describe what the official sources list; your customs broker confirms the code and the rate for your goods on the day they arrive. We re-check this page every time the site is updated.
Customs codes
Which customs (HS) code is a leather wallet or a jute bag?
Customs codes follow the Harmonized System. Wallets and card holders with a leather outer surface fall under 4202.31, and leather handbags under 4202.21. Heading 4202 also names shopping bags, whether of leather, plastic sheeting or textile such as jute. Jute sacks for packing goods fall under 6305.10. The digits after the first six differ by country; your customs broker confirms the code.
United Kingdom
What is the UK import duty on leather wallets and bags from India?
Since the UK-India trade agreement came into force on 15 July 2026, the UK tariff lists 0% for Indian-origin leather wallets and card holders (4202 31) and leather handbags (4202 21), instead of the standard 2%, when preference is claimed with proof of origin. The tariff also lists import VAT at 20%. Checked 5 Nov 2026; your broker confirms the code.
What is the UK duty on jute bags and sacks from India?
It depends on the bag. New jute sacks for packing goods (6305 10 90) carry a standard 4%, and jute shopping and hand bags fall under heading 4202 at 2%. For Indian-origin goods with proof of origin, both are listed at 0% since 15 July 2026, and import VAT at 20% applies (UK tariff, checked 5 Nov 2026).
How is the UK-India preference claimed? What proof of origin is needed?
HMRC accepts three proofs for UK-India preference: an origin declaration by the exporter, a certificate of origin, or the importer's own knowledge backed by records (HMRC tariff notice, 13 Jul 2026). In India, preferential certificates are issued on DGFT's online platform, which covers the UK agreement (PIB, 7 Sep 2026). Tell us which proof your broker wants.
Do I pay UK duty on commercial samples?
Often, unless a relief applies. In the UK, commercial samples imported only to win future orders can come in free of import duty and VAT; HMRC may require them to be marked as samples or made unusable for sale, for example by perforating them (GOV.UK, updated 14 Apr 2023). Other countries have their own rules; the courier or your broker declares the relief.
What chemical limits apply to leather goods sold in the UK?
In Great Britain, leather that touches the skin may not be sold with chromium VI at 3 mg/kg or more; azo dyes that can release listed amines above 30 mg/kg are banned in goods in prolonged skin contact; and leather with the biocide DMF above 0.1 mg/kg may not be sold (Trading Standards leaflet, Bromley, Apr 2024). Proof comes from a laboratory test report.
Do I need an EORI number to import from India?
You may. GOV.UK says you may need an EORI number to move goods between Great Britain and any other country, and your customs broker will ask for it. On our usual FCA terms you, not we, are the importer at your end, so the registration is in your business's name.
European Union
What is the EU import duty on leather bags and wallets from India?
The EU tariff lists a standard 3% for leather wallets and handbags, and 0% for Indian goods under the EU's GSP scheme (TARIC, checked 26 Oct 2026). To claim GSP, the invoice carries a statement on origin; above €6,000 a consignment, the exporter must be registered in the EU's REX system. The EU-India trade agreement is concluded but not yet in force.
What is the EU duty on PU or vegan-leather bags?
Usually higher than for leather. For handbags and pocket goods with an outer surface of plastic sheeting, TARIC lists a standard 9.7%, or 3.3% for Indian goods under GSP; with a textile outer surface, 3.7% standard and 0% under GSP (checked 26 Oct 2026). Whether a coated fabric counts as plastic sheeting or textile is a classification question for your broker.
Do I need an EU responsible person to sell imported bags?
For consumer products sold in the EU, yes. Since 13 December 2024, the General Product Safety Regulation requires a responsible economic operator in the EU for each product: an EU manufacturer, importer, authorised representative or fulfilment service provider (EU Access2Markets, 6 Jan 2025). If your EU business imports from us, that can be you. We supply the product details you need for your file.
What is the EU's 3 euro duty on small parcels?
From 1 July 2026, the EU charges a flat €3 customs duty per item on consignments worth €150 or less sold to consumers at a distance, replacing the old duty-free threshold (EU Access2Markets, 30 Jun 2026; Regulation (EU) 2026/382). It matters if you post single orders to EU customers from outside the EU; larger imports pay the normal tariff.
United States
What is the US import duty on leather wallets and bags from India?
The US tariff schedule lists base rates of 8% for leather wallets and card holders (4202.31.60), and 9% or 10% for leather handbags, depending on value (4202.21; USITC, checked 5 Nov 2026). Extra duties on Indian goods have been added and removed several times since 2025, so the base rate may not be the whole charge. Ask your broker for the rate on your entry date.
What is the US duty on PU or vegan-leather bags?
Higher than leather if it counts as plastic sheeting. The US schedule lists 16% for handbags with an outer surface of plastic sheeting (4202.22.15) and 20% for wallets and similar pocket goods of plastic sheeting (4202.32.20), against 8-10% for leather (USITC, checked 5 Nov 2026). Any extra duties on Indian goods come on top. Whether your coated fabric counts as plastic sheeting is for your broker to confirm.
What is the US duty on jute tote bags and jute sacks?
It depends on the classification. For bags of vegetable fibre such as jute, the US schedule lists 5.7% where the bag counts as a handbag or a travel-type bag (4202.22.60, 4202.92.20), but 17.6% under the line for other containers (4202.92.93). Jute sacks for packing goods (6305.10) are free (USITC, checked 5 Nov 2026). You can ask US Customs for a written classification ruling.
Must goods be labelled Made in India for the US?
For the US, yes: US Customs requires every imported article to be marked with the English name of its country of origin, such as "Made in India", legibly, permanently and where it will be seen (CBP, 15 May 2026). Other markets set their own rules. We mark goods truthfully as made in India, in the form and position your market needs.
Can I call PU leather vegan leather in the US?
The FTC's Leather Guides say that when a product looks like leather but is not, that should be disclosed, with examples such as "not leather", "imitation leather", "vinyl coated fabric" or "plastic" (16 CFR 24.2, read 5 Nov 2026). Whether "vegan leather" alone meets that is a question for your lawyer. Naming the material, for example "PU-coated fabric", leaves no doubt.
Do small parcels from India pay US duty now?
Yes. Executive Order 14388, effective 24 February 2026, keeps the US duty-free de minimis exemption switched off for shipments from every country, whatever their value (White House, signed 20 Feb 2026). Parcels sent straight to US customers therefore pay duty. Check the current position with your carrier or broker before planning single-order shipping from India.
United Arab Emirates
What is the UAE import duty on leather goods from India?
The UAE charges customs duty of 5% of the CIF value on most goods (Dubai Customs). Under the India-UAE CEPA, in force since 1 May 2022, the UAE removed duty on 97.4% of its tariff lines, covering 99% of imports from India, with leather and textiles among the sectors named (Government of India, PIB, 1 May 2023). Check your exact code's CEPA rate with your broker.
How do I get a CEPA certificate of origin for the UAE?
To claim the CEPA rate, the goods need a preferential certificate of origin issued in India under the agreement. Indian exporters apply for it on DGFT's online certificate-of-origin platform, which covers the India-UAE CEPA (PIB, 7 Sep 2026). A non-preferential certificate proves origin but gives no duty benefit. We send the right certificate with the shipping documents when you need it.
Australia
What is Australia's duty on leather bags from India?
Australia's general rate for handbags and wallets (4202.21, 4202.22, 4202.31) is 5% (ABF tariff, chapter 42). Under the Australia-India ECTA, in force since 29 December 2022, Indian-origin goods are "Free" unless their code is listed in Schedule 10A, and chapters 42 and 63 are not listed (Australian Customs Notice 2022/52). The preference is claimed with an ECTA certificate of origin.
